Yes, Bulgaria says there are two different versions of a letter from finance minister Galab Donev to the European Commission. Both are dated 2 November 2026 and carry the same number: 37-01-66.
The row began on Friday. Bozhidar Bozhanov, co-chair of Yes, Bulgaria and deputy chair of the Democratic Bulgaria group in parliament, cut in on the deputy prime minister during the BNT show "Panorama". He said he had a letter from Donev to the Commission. Bozhanov said the letter proposes to temporarily divert part of the social security contribution to the first pillar. In a written statement to the BTA news agency, Donev said no diversion to the National Social Security Institute (NOI) has been proposed to the Commission. He said there is none in the draft 2027 budget either.

The party sets out the differences like this. In the first version, the government proposes to temporarily divert pension contributions and expects the deficit to shrink faster. In the second, the proposal is missing and the deficit forecasts are worse. Both letters are addressed to Maarten Verwey, director-general for economic and financial affairs at the Commission. The dispute affects the contributions of millions of Bulgarians.
Yes, Bulgaria says the question is no longer just about an attempt to send contributions to the NOI, but "about the credibility of the official correspondence of the Bulgarian state with the European Commission". The party asks whether dropping the proposal is linked to a change in budget forecasts, and whether one and the same official document was rewritten.
It insists that the finance ministry release all the correspondence at once, because only one document has been published so far. If a revised version was sent, the ministry should say when and why. If there are two official documents with the same number, it should explain their status.
Yes, Bulgaria will ask the Commission to confirm independently which text it received on 2 November, when it registered it, and whether another version arrived later.
