Parliament has passed in first reading changes to the Food Act that set rules for bottling mineral water, BTA reported.

The bill comes from the Council of Ministers. Bulgaria wants to bring Directive 2009/54/EC fully into national law and answer criticism from the European Commission in infringement case 2020/4042.

The law adds the terms "deposit" and "underground water body". A new ordinance on bottled natural mineral, spring and table waters meant for drinking is also due to be adopted.

The procedure for approving the methods used to treat these waters is brought in line with the general requirements of the law on limiting administrative regulation. The bill spells out the requirements for the administrative service, the deadlines, the procedures and the documents needed.

The rule on the health certificate for exports of bottled water is also made more precise. Bulgarian health authorities issue the certificate, and its type and content must meet the requirements of the authorities in the importing country. For the same purpose, the Health Act is also amended: the rules on the health certificate for exports of products and goods made in Bulgaria that affect human health are aligned.

According to the bill's explanatory notes, the aim is to protect the life, health and interests of consumers when it comes to food. The notes add that the bill ensures the application of EU law and of national measures to reduce harmful substances in the production, processing and distribution of food.

Bulgarian legislation is being brought in line with European rules, including the principle of "one source - one commercial description". The authors of the bill say it improves the legal framework and cuts the administrative burden for business and citizens.
