The Save Sofia party has sent the Finance Ministry proposals to change the Public Procurement Act, its press office said. They include a "blacklist" of firms that do poor work.

Under the proposal, a firm that repeatedly fails to carry out the work it was hired for to a good standard would be barred from future public tenders.

A party team drew up the changes: engineer Severina Gicheva and city councillors Hristo Koparanov, a lawyer, and Stefan Spasov. They were presented at a round table to experts from state regulators and industry groups.

The party says it wants to make competition healthier. It has pushed the "blacklist" idea in public debate for more than 10 years.

According to the text of the proposal, the changes would lead to fair and timely disqualification of bidders who gave false information. Only candidates with real, similar or identical experience would be chosen, and the authors say this guarantees the contract is done well. The law's core principles would also apply: equal treatment, free competition, proportionality, openness and transparency. This would strengthen trust in the way contracts are awarded and the sense of fairness.

Lawyer Koparanov says every euro of public money should bring a good result for citizens. Engineer Gicheva said: "These measures will also ensure wider international participation in big infrastructure projects."

The Finance Ministry has yet to review the proposals.

"Enough millions of taxpayers' money have been sunk into poor repairs, crooked kerbs, dangerous guardrails and streets that fall apart soon after they are built," party leader Boris Bonev said in the press release.
