Parliament's foreign affairs committee has backed a bill to ratify the convention on the Bureau of the European Civil Aviation Conference (ECAC). The convention was signed in Bern on 30 August 2025. The Council of Ministers submitted the bill, which won 14 votes in favour, one against and no abstentions.

Anelia Marinova, head of the Civil Aviation Administration directorate at the Ministry of Transport and Communications, presented the bill. She said ECAC is a pan-European intergovernmental organisation, set up in 1955, with 44 European member states. It harmonises civil aviation policies and practices, and is the main forum where governments work together on air transport in Europe.

Marinova said ratification will cement Bulgaria's long-standing ties with ECAC and ensure they develop and grow stronger. She said Bulgaria will bring in higher civil aviation standards that meet international requirements. Member states have funded the organisation through a membership fee since it was founded, and Bulgaria pays it every year.

Earlier, the committee also backed ratification of an agreement between the International Bank for Economic Co-operation and the Bulgarian government.

MPs agreed to put off until next week a hearing with foreign minister Velislava Petrova, because she is taking part in a meeting of the Consultative Council for National Security at the presidency building. The meeting's topic is "Current risks and threats to maritime security and critical infrastructure in Bulgaria in the context of the war in Ukraine".
