Prosecutor Ivaylo Angelov, who is running for the Supreme Judicial Council (SJC) as a prosecutors' candidate, promised at his hearing to work for better working conditions in the prosecution service and the courts.
Angelov is a prosecutor at the Sofia Appellate Prosecutor's Office and has 25 years of experience. He says this means he knows the problems that prosecutors and investigators face at every level, both old ones and today's.
His plan puts fairer pay, open hiring and promotion procedures, and better working conditions first.
He wants competitions for promotion and transfer held every year. He also wants the appraisal method changed so that magistrates are judged on more objective criteria. He calls for openness in competitions and in secondments. In his view, the rules must be clear and must not let a secondment be used as a punishment.
Angelov says pay should match magistrates' workload, rank and responsibilities. He also proposes extra pay for on-call duty on all days: weekends, public holidays and working days.
He backs more flexible working hours and more choice of workplace for prosecutors. When posts are vacant, magistrates should be able to move closer to home.
