The local parliament in Harmanli has approved the budget framework for 2026, which provides for total revenues and expenditures of 26,118,666 euros. Of this amount, own revenues amount to 11,393,195 euros, while 14,725,471 euros are allocated for activities delegated by the state.

The investment program is set at 38,530,802 euros, while 703,653 euros have been set aside for routine repairs.

During the vote on the draft budget, submitted by the municipal administration, 14 councilors voted "for," while four voted against it. One of those present abstained, and two did not participate in the voting. The meeting proceeded with a quorum of 20 out of the council's total 21 members.

"The calculation is as realistic as possible and consistent with the available timeframe, given the late budget procedure," Mayor of Harmanli Maria Kirkova told the councilors.

Angel Tsankov chairs the Municipal Council. He explained that the original agenda had included ten items. An additional item regarding meals for the councilors and responses from the mayor was added to them.

Upon his proposal, a new ordinance for the financial support of children and students from Harmanli with outstanding creative talents was voted on. According to its text, every child or student in the municipality, until the completion of secondary education, is eligible for such support.

Furthermore, the councilors voted in favor of the draft budget for 2027 and adopted the budget forecasts for the 2028–2029 period, insofar as they relate to the municipality's local activities.

Through a separate vote, authorization was granted to provide temporary interest-free loans for projects funded by the European Union. The councilors also approved the annual report on the implementation of the Integrated Development Plan for the Municipality of Harmanli for the 2021–2027 period.

The local parliament decided that Harmanli will support Stara Zagora's candidacy for the title of "European Capital of Culture" in 2032. In this regard, the councilors approved the municipality becoming a partner through inclusion in the Regional Council of Partner Municipalities "Stara Zagora 2032," as well as through the signing of a memorandum of partnership and support.

Based on a report submitted to the council by Deputy Mayor Valentina Dimulska, the price limits for taxi services in the municipality were determined. The minimum price per kilometer is 0.66 euros for the daytime tariff and 0.74 euros for the nighttime tariff. The upper limit reaches 0.95 euros per kilometer during the day and 1.05 euros at night, respectively.
