Bulgargaz has asked Sofia mayor Vasil Terziev for a meeting next week to find an urgent solution to the problems at Toplofikatsia Sofia, the district heating company, the gas supplier said.

The heating company owes Bulgargaz more than €900m. It did not send the financial information Bulgargaz asked for by the 22 October deadline, and the heating season has already begun.

Bulgargaz is negotiating a new gas supply contract for 2027 with Toplofikatsia Sofia. It has asked the company's management for full, up-to-date information on its finances and cash position. This covers its income from electricity sales on the Bulgarian Independent Energy Exchange (IBEX), an updated payment schedule to the end of the 2026/2027 price period, and a 13-week forecast of cash flows and funding sources.

Bulgargaz says it needs the information to judge whether the heating company can pay for current gas deliveries and repay its debt. The gas company says the growing debts and insufficient payments call for firm commitments backed by secured funding.

Bulgargaz called it unacceptable that Toplofikatsia Sofia does not give even basic information about its finances when the heating season has begun and the debt is this large. It said this casts doubt on whether the company is ready to take real steps against a worsening problem.

The heating company is not keeping to the agreed schedule for repaying its debt. To keep gas supplies going, Bulgargaz is seeking extra money, which it gets from the Bulgarian Energy Holding (BEH) and from commercial banks through credit lines.

Energy minister Iva Petrova said on 11 September, as BTA recalled, that Toplofikatsia Sofia owes Bulgargaz and BEH more than €1.28bn in total. She said BEH and Bulgargaz are providing the resources for deliveries, while the heating company has systematically and persistently failed to meet its obligations. The extra support lets deliveries continue for now, but the minister said it is not a lasting solution.
