Police and officers from the organised crime unit (GDBOP) are outside the Belitsa town hall, a BTA reporter at the scene said.
MPs from the DPS parliamentary group, mayors from nearby towns and villages, and local residents have also gathered on the main square in front of the building.
Officials have not said why police are there in force or why a crowd has formed in the town centre.
