Bulgaria's parliament has ratified an air services agreement with Mongolia, passing it at first and second reading in a single sitting. The Council of Ministers put the bill forward.
The two governments signed the deal in Sofia on 21 November 2025. It provides the legal basis for co-operation in air transport and sets the terms for running regular international flights on a lasting basis, with mutual benefit.
Under the text, airlines get access to the markets of both countries. There are no limits on routes, capacity or flight frequency. Ticket prices can be set flexibly, and carriers can work together under commercial agreements and the rules set in the industry.
The agreement reflects the latest changes in international civil aviation and in how both countries regulate air services in their markets. Routes must meet international standards and requirements for technical safety, security and economic efficiency.
The notes attached to the agreement say it will bring more passengers and cargo, lower ticket prices on routes with real competition, and better service for passengers. They also expect more revenue for air transport infrastructure, a boost for tourism, and closer cultural, political, scientific and educational ties between the two countries.
