Bulgaria's Central Election Commission (CEC) has budgeted about €3m for the two rounds of the presidential election, commission spokeswoman Stoyanka Balova told Bulgarian National Television (BNT) on the programme "The Day Begins".
The money covers the information campaign, pay for district and polling station commissions and their assistants, and training for both rounds.
In the first round on 25 October, when voters chose a president and vice-president, 31 voting machines had problems, two of them abroad. The cases have been settled and the machines sent for repair. Turnout was 22.98%.
In several polling stations in Veliko Tarnovo, the Gabrovo area and the Vidin area, the memory of the machines did not match the voters' signatures on the lists. The CEC has sent municipalities and district election commissions guidance on the conditions under which a voter may vote again.
Balova said a vote may not be counted if the card is pulled out before the beep or if the power cuts out. Voters should therefore wait for the beep after they vote.
Asked whether the paper is see-through, Balova said the control receipt is folded twice, not once, so the candidate's number cannot be seen when it is stamped.
Municipalities are responsible for access to polling stations, she added. Mobile polling stations are available for people with disabilities. The CEC has received no reports of anyone who could not take up a post at a polling station and vote.
The ombudsman has made recommendations on access to some of the polling stations.
