Voting certificates issued for the first round on 25 October will not be valid in the 1 November runoff for president and vice president, the Interior Ministry said. New ones will be issued for the runoff.

They will also be given out on the weekend days before the vote, but only to people who have no valid ID and have applied for a new identity card.

Bulgarian Identity Documents units will help people without valid papers. Those who have already applied can expect their card to be issued faster. If that is not possible, people can get a certificate if their ID card or passport is lost, stolen, damaged or destroyed, or if their card has expired.

Anyone who has not received their new card by the end of the working day on 30 October can ask for a certificate.

People who have applied and registered their application under their permanent address can collect the certificate from any district police department, from the Sofia Directorate of the Interior (SDVR), from a regional Interior Ministry directorate (ODMVR) or from the Bulgarian Identity Documents Directorate. It does not matter where they live permanently or currently. The municipal administration handles certificates for a declared permanent and current address.

People must apply in person at the Bulgarian Identity Documents units at SDVR, the regional directorates and the district police departments, or directly at the directorate. From 26 to 31 October, certificates are issued from 08:30 to 17:00, and on 1 November from 08:30 to 19:00. A unit with different usual working hours issues certificates during those hours.

Staff at the directorate and at the units in SDVR, the regional directorates, the district police departments and their local stations will work on Saturday, 31 October, from 08:30 to 17:30, and on Sunday, 1 November, from 08:30 to 19:30. Each unit's hours are posted at the entrance to its public service rooms and on the websites of SDVR and the Interior Ministry's regional directorates.

The certificate can be used only before the polling station's election commission and is valid only on 1 November 2026.

Iliana Yotova and Kiril Valchev go into the runoff with 34.759%, and Andrey Gyurov and Georgi Kandev with 31.952%. These are the figures on the Central Election Commission website, with 100% of polling station protocols processed.
