The government has created five regional directorates of the State Agency for National Security (DANS) by decree, the Council of Ministers press office said. Each directorate will cover several regions, and the decree also sets where each will be based.
The press office said the directorates should make the agency work better and help it use its resources sensibly.
In September, DANS chairman Plamen Tonchev told MPs that the agency is restructuring from within and that many senior posts are being cut.
The Council of Ministers also approved a draft amendment to the law on the State Intelligence Agency. Under it, the agency's main rules for gathering and supplying intelligence must be written down clearly and in full, so that they cannot be read in a narrow way.
The agency's chairman will be able to bring in extra steps to protect classified information that counts as an official secret. He will also be responsible for the security of the operational archive and the operational record.
The list of bodies whose data the agency may use will grow. The agency will get access in a way that does not reveal its interest, and under the "need to know" principle.
The draft also changes the status of the agency's staff, including the chairman and his deputies.
