Judges who are candidates for the Supreme Judicial Council (SJC) from the parliament's quota face no disciplinary proceedings over the cases of "Martin Bozhanov – the Notary", "the Eight Dwarfs" and "Krasimir Georgiev – Krasyo the Black", the SJC said.
This story follows our earlier report on the request by parliament's legal affairs committee for the SJC to check the candidates in the three cases.
The SJC's Judges' College approved a report drawn up by its committee on disciplinary activity and co-operation with the Inspectorate. The report is the SJC's reply to a letter from the legal affairs committee in the National Assembly, which is checking the candidates' professional and moral qualities.
The report lists disciplinary proceedings opened, penalties imposed, and data on appeals, reversals or removal of penalties from the record. The answer on the three cases is under item 5.3 of the legal affairs committee's request.
MPs on the committee decided to ask the SJC to check whether the candidates from the parliamentary quota appear in any way in the files on the three cases. The committee will also ask the prosecutors' and judges' colleges for the personnel files of candidates who are or were magistrates. These contain orders on appointment, promotion and secondment, performance appraisals and disciplinary penalties, if there are any. The SJC's Inspectorate will also have to provide the results of its checks.
The Judges' College asked its separate committees to send information on their work on the questions in the letter by Monday, 19 October. The college will meet that day to approve the information and decide whether to pass it to the National Assembly's legal affairs committee.
