Taxes should do more than bring money into the state budget. They should also help families with children, deputy prime minister and finance minister Galab Donev told the National Council for Tripartite Cooperation (NCTC).
The council decided to review the bills amending tax laws together. Only the draft cabinet decree on the 2027 minimum wage will be handled separately.
Donev opened the meeting and presented the nine items on the agenda. He said the topics ahead bear directly on citizens, workers, employers and the stability of public finances.
The deputy prime minister said the state uses taxes to support families and children, encourage responsible behaviour, protect public health and spread the financial burden more fairly. He said changes must take into account their effect on society and the economy, not just on the budget.
Donev said the state must handle public finances responsibly. He said the fiscal imbalances built up so far also affect budgets for the coming years. Restoring stability, he said, takes realistic planning and financial discipline. The aim is a balance between financial stability and social responsibility.
Bulgaria is in an excessive deficit procedure. Eurostat data show its actual budget deficit for 2025 at 4% of GDP.
