Ivaylo Iliev, a prosecutor at the Kyustendil regional prosecutor's office, has promised a fair staff policy if he is elected to the Supreme Judicial Council (SJC) as a prosecutors' representative. He presented his concept and reasons at a hearing for candidates.
Iliev said he is not standing to be "just another representative" of a particular position, one who fills a campaign with promises and then does not even try to keep them.
He believes careers should advance on professional and moral qualities, on results and on integrity, not on personal relations, dependence or ties. Decisions on staff, finances and organisation should rest on real data and clear criteria.
Iliev said the prosecution service must be technologically ready to deal with 21st-century crime. He named cybercrime, financial crime and cases where electronic evidence is decisive as the main examples.
He said Bulgaria's prosecution service should make active use of European and global experience, share knowledge and be part of the European network of law enforcement and judicial bodies.
Iliev believes the prosecution service must be open to the public. It should explain its decisions, report on its work in a real and transparent way, not be afraid to admit mistakes, and work to fix them.
