Radev orders map of data sharing between state bodies

Officials will draw up a an architecture map of how institutions exchange digital data, prime minister Radev told parliament, adding that the code behind the SIGMA platform will be checked for security.

Prime minister Rumen Radev has ordered officials to draw up a map showing how digital data moves between state bodies. He gave the order during question time in parliament.

The question came from the MRF group and was about SIGMA, the public procurement platform.

The map must show where data comes from, who handles it, where it goes and where it is stored, Radev said. Officials are also working on rules and checks to make sure the data is reliable, sufficient and safe, he added.

SIGMA was built by the innovation ministry together with Information Services and runs on open-source code. Radev said no one from outside can tamper with the code, but a check is coming to see how well that open-source code is protected. He said the platform proves the state can control public procurement on its own. Minister Ivan Vasilev can give MPs more details, he added.

"Stealing from asphalt is one thing, but stealing through software and hardware supply has become a much bigger earner," Radev said. For years, he said, huge sums meant for software services went to various companies, some of them little more than shell firms.

The Council of Ministers' own IT system works but has problems, he said. The Council of Ministers has no say over it and no way to run it itself, and Information Services has become the only body holding data across all state networks, the prime minister said. Everything was handed over to Information Services in 2025.
