Parliament is working on a "digital clamp" for cars with unpaid parking tickets. The transport committee has passed, at first reading, changes to the Road Traffic Act. Under the new rules, drivers who owe money for parking will be locked out of blue zones, though their cars can still be driven.
MPs Bozhidar Bozhanov and Chilo Popov filed the bill on 16 September 2026. The committee backed it by 16 votes to four, with two abstentions.
The plan is to use digital tools to track who hasn't paid for parking. Once a driver pays what they owe, plus a fee to cover the cost of running the system, the blue-zone ban is lifted.
The MPs behind the bill say the "digital clamp" will replace the physical wheel clamp. They say the new method is faster, gives more consistent checks, and needs fewer staff and less equipment.
They expect it to help traffic wardens act faster and let the city council collect more in parking fees.
The bill aims to stop drivers who routinely skip paying for parking and push more of them to follow the blue-zone rules.
The "digital clamp" won't stop a car from being driven — it will just block the driver from parking in a blue zone again until they clear what they owe.
The MPs say this makes enforcement more flexible and fits with the digital tools already being rolled out in city parking systems.
