MPs will question the prime minister, three ministers and the heads of the intelligence services today about the attacks on commercial ships in the Black Sea on 6 and 13 October 2026, according to the draft agenda of the National Assembly.

Progressive Bulgaria (PB) proposed the hearing. Besides the prime minister, the defence, interior and foreign ministers will attend, along with the chief of defence, the director of Military Intelligence, the head of the State Agency for National Security and the head of the State Intelligence Agency.

Parliament will ask what has been done, how the risk is assessed and what steps are planned. The agenda also includes the arson attack on antennas for the Starlink satellite system, which was deliberate.

MPs will also hold a first reading of a bill to amend the Veterinary Medicine Act, tabled by MPs from all parliamentary groups. It bans keeping, breeding and killing animals for valuable fur and sets penalties for breaking the ban.

Three bills to amend the Health Act are also up for a first reading. Vazrazhdane proposes that a person in an emergency can again be taken straight to the nearest hospital. Democratic Bulgaria (DB) wants to fix the weaknesses of the electronic medical assessment system and tighten checks on the illegal certification of permanent incapacity for work. PB proposes that interior ministry officers give first aid using automated external defibrillators kept in their official vehicles.

The Council of Ministers has also tabled changes to the Food Act, also for a first reading. They fully bring into Bulgarian law Directive 2009/54/EC of the European Parliament and of the Council of 18 June 2009 on the extraction and marketing of natural mineral waters.

On Thursday, the first item is the second reading of changes to the Insurance Code, tabled by PB and passed at first reading on 23 September 2026. MPs will then vote on a decision to approve an updated investment cost project, "Acquisition of surface-to-air missile systems". Next come the second reading of changes to the Act on Weapons, Ammunition, Explosives and Pyrotechnic Articles and the first reading of changes to the Act on Technical Requirements for Products. Both bills come from the Council of Ministers.

On Friday, parliament will take up the changes to the Railway Transport Act at second reading, also tabled by the Council of Ministers. Regular parliamentary oversight follows.
